Scott Paynter was born in Lexington, Kentucky. He received a Bachelor of Science degree in Electrical Engineering, with high distinction, in 1987 from the University of Kentucky. He received a J.D. degree, summa cum laude, in 1994 from the Indiana University School of Law-Indianapolis, where he was Note Development Editor for the Indiana Law Review. Shortly after beginning the practice of law, Mr. Paynter became a Patent attorney. Prior to entering the legal field, Mr. Paynter obtained seven years of technical experience as an electrical engineer specializing in avionics computers at the Naval Air Warfare Center, a Navy research and design facility located in Indianapolis, Indiana.
