As Chief Technology Officer (CTO) of McDonald Bradley, Mr. Day is responsible for creating and implementing McDonald Bradley's technical strategy across all business units, ensuring alignment with federal IT plans and policy.
Mr. Day has more than 27 years of experience in managing large, highly complex organizations at both the Federal and State Government levels. He has worked with the highest level political and career appointees internally within the Government, and externally with Congress, OMB, state and international governments and industry.
Prior to joining McDonald Bradley, Mr. Day was the CTO of the EPA since 1999, where he was in charge of the agency's $180+million "Fee for Services" IT program. During his tenure, he created and managed the overall IT infrastructure and cyber-security program for the agency. Mr. Day oversaw development of all IT policy, business, and operational plans. Mr. Day also served as the Deputy CIO, and as Director of Technology Operations and Planning. Prior to this, he served as Acting Director of the Office of Information Resources Management at EPA and director of planning. Before joining EPA, he held the position of Chief Information Officer at the Missouri Department of Natural Resources, Division of Environmental Quality, for several years.
He is currently an adjunct professor of Information Management in the Masters Public Administration Program at George Mason University. He is a board member of the Association For Federal Information Resources Management (AFcompany) and a former member of the Information Technology Review Board (ITRB), where he provided peer reviews of major system initiatives at various agencies at the request of OMB.
Mr. Day has a BA in History and Political Science from Southwest Baptist University in Missouri, holds certificates in GIS technology, and has several publications to his credit. |
