Leslie (Les) E. Starck is vice president of Local Public Affairs for Southern California Edison. Elected to the position on November 1, 2007, he is responsible for community and government relations at the municipal and county level, as well as licensing for SCE's major transmission projects.
Prior to his current role, Starck held the position of director of Regulation, Licensing and Grid Contracts in SCE’s Transmission and Distribution Business Unit (2005-2007). Starck was responsible for transmission and distribution policy development and advocacy before the Federal Energy Regulatory Commission and the California Public Utilities Commission, transmission policy interface with the California Independent System Operator, the licensing of major transmission projects, and the negotiation and administration of grid interconnection agreements with third parties.
A 29-year SCE veteran, Starck has represented the company before the FERC and the U.S. Congress in Washington, D.C. Prior to his work in Washington, Starck held a number of managerial positions addressing a broad variety of state and federal regulatory issues, including electricity ratemaking and pricing. He also has testified extensively before the CPUC and the FERC.
Starck holds an MBA from the University of California at Los Angeles and a BA in Business Administration/Economics from California State University at Fullerton. |
