Mr. William Palmer is a Director in LECG's Evanston office, where he has consulted on various telecommunications matters including but not limited to cost studies for unbundled network elements, resale, shared and common costs, switching cost models, local loop cost models, and network usage cost models. He brings nearly 30 years of telecommunications experience gained throughout his tenure at Ameritech. His experience includes testifying as Ameritech's cost of service witness in numerous Indiana, Illinois, and Michigan proceedings. Furthermore, he has testified in arbitration proceedings pursuant to the Telecommunications Act of 1996 in Wisconsin, Indiana, Michigan, and Illinois. Prior to joining LECG, he served as Ameritech's Director of Economic Analysis; a position he held since 1994. His responsibilities included the development of the methodological framework for the cost studies and models used by Ameritech and Ameritech's operating telecommunications subsidiaries. Specifically, he was responsible for developing the studies underlying Ameritech's proposed prices for unbundled network elements, local transport termination, collocation, and resale. Mr. Palmer received his Bachelor of Arts degree from Purdue University in 1977, and has further advanced his academic credentials through the DePaul Graduate School of Business. |
