Mr. O'Rourke assists health care organizations with the development, implementation, and management of projects toward understanding and complying with regulatory requirements, as well as training and evaluation programs. He often serves as the Project Manager for various compliance program design, development, and implementation engagements. Mr. O'Rourke has over 30 years of management experience with over 20 years of executive-level experience in both the private sector and many agencies of the federal government. He has been a principal in his own management consulting firm and the President and CEO of a national nutrition store chain. He was also a principal in the consulting firm of Booz, Allen & Hamilton, Inc. Mr. O'Rourke served as a principal consultant for the Health Care Financing Administration (now CMS), assisting the agency's senior leadership in developing their strategic plan. He facilitated workshop sessions with the Administrator and senior staff, as well as conducted evaluations and program improvement reports on many government health care programs. Mr. O'Rourke was a principal consultant with IBM on their strategic planning and marketing strategies. He lectured and conducted workshops for IBM corporate headquarter executives and foreign Division Managers in the areas of strategic planning and operations. He has a wide and diversified background in devising strategies to improve operations, performance, and compliance with applicable laws, regulations and company policies. He has experience in organizational design, process analysis, information systems, human resource programs and regulatory compliance. Mr. O'Rourke is expert in guiding senior level teams through the development of strategic plans, presenting training courses for senior staff, and developing quality standards and compliance handbooks. He has acted as the principal investigator to compliance audits and site evaluations. Mr. O'Rourke is a highly experienced facilitator for work groups chartered to improve business practices. He also researched risk communication and developed training on risk communication strategies for unplanned incidents for the Federal Emergency Management Agency (FEMA). Mr. O'Rourke has also conducted numerous survey and research activities to identify industry "best practices." Additionally, he has designed and conducted many organizational assessments, as well as guided teams of researchers to develop assessment instruments and conduct standardized interviews and focus groups. He analyzed training requirements for agencies and companies in planning and regulatory compliance. Mr. O'Rourke also has a broad background in foreign business to include direct relations with foreign governments. He has been directly involved with technology transfer issues, balance of payments matters and facility negotiations. He has traveled extensively in the far-east and he understands the cultural implications of conducting business in foreign countries. Mr. O'Rourke is a frequent lecturer and trainer. He has conducted numerous seminars on strategic planning, business planning, quality assurance, regulatory compliance, and other areas. Mr. O'Rourke is an adjunct professor for the University of Phoenix. He has an MBA in Financial Management from Auburn University and B.S. in aero engineering from the United States Air Force Academy. |
