William Kinney's Biography :

Sergeant Major Kinney serves as the Senior Enlisted Leader and advisor to the U. S. Pacific Command Combatant Commander and staff. He provides an enlisted perspective on AOR strategic vision, theater security cooperation, which includes partner nations enlisted leadership development, and the operational readiness of 430,000 U. S. military personnel. SgtMaj Kinney creates awareness and provides guidance on the commander's theater strategic objectives to all U. S. enlisted personnel. He serves as senior mentor for all command senior enlisted assigned to service component Headquarters, Sub-Unified Commands as well as Joint Task Force command senior enlisted leaders. As a command representative, he presents an enlisted perspective to countries requesting assistance in developing and maintaining a corps of professionally committed technically and tactically competent enlisted leaders. He assumed these duties in June 2004.Sergeant Major Kinney joined the Marine Corps during September 1975. He attended recruit training at Parris Island, SC, and infantry training at Camp Pendleton, CA, were he received the MOS of 0331, Machine Gunner. Sergeant Major Kinney has served with 1st Battalion, 4th Marines, First Marine Division, 1st Battalion, 2nd Marines, Second Marine Division, Headquarters Battalion Third Marine Division, and as the 4th Marine Division Sergeant Major. His infantry billets included, Heavy Machinegun Platoon Commander, Company Gunnery Sergeant and Company First Sergeant. In his non-Fleet Marine Force tours he has served on Sea Duty as part of the Marine detachment aboard the submarine tender U.S.S. Hunley (AS-31), and as an Instructor at Sea School and Non-Commissioned Officer School, Marine Corps Recruit Depot, San Diego, CA. He was a Drill Instructor and Series Chief Drill Instructor at Parris Island, SC. In addition, Sergeant Major Kinney served as the Company Gunnery Sergeant and Company First Sergeant, Officer Candidate School Quantico, VA, the Assistant Marine Officer Instructor at the University of Notre Dame, and the company First Sergeant of Advanced Infantry Training Company, School of Infantry Camp Pendleton, CA. He culminated his tour at School of Infantry as the Headquarters and Service Battalion Sergeant Major. Upon graduation from Airborne School, he served as the Sergeant Major of 1st Air Naval Gunfire Liaison Company, Camp Pendleton, CA, where he participated in 50 static line jumps. Sergeant Major Kinney reported as the Recruiting Station Indianapolis Sergeant Major in April 1996 and served there until April 1998. He assumed the duties as the Recruiters School Sergeant Major in May 1998 and the duties as the 4th Marine Division Sergeant Major in May 2000. Sergeant Major Kinney was posted as the First Marine Expeditionary Force Sergeant Major during March 2002 and deployed twice to Iraq for combat operations in support of Operation Iraqi Freedom. His military schools include Infantry Training School, Sea School, Non-Commissioned Officers School, Drill Instructor School, Instructional Management School, and Airborne School. His personal decorations include the Bronze Star, the Meritorious Service Medal (3 gold stars in lieu of fourth award), the Navy and Marine Corps Commendation Medal (gold star in lieu of second award) and the Combat Action Ribbon (gold star in lieu of second award). He is married to Mrs. Juli Vincent of San Pedro, CA, and has two children: First Lieutenant Calleen Kinney, USMC, a CH-53 Helicopter Pilot, 26 years old and William Kinney IV, USMC, a former Marine Cpl with three tours in Iraq, 23 years old.
