Bill is a partner in the business law department. He co-chairs the governmental relations practice group, and focuses on providing legislative, government contracting and regulatory counsel to individuals, corporations and associations. Advising clients doing business with state and local governments comprises a significant part of his practice. Elected by his peers, Bill served 2002-2004 as president of the N.C. Professional Lobbyist Association and remains on its Board and Executive Committee. When legislators and lobbyists were surveyed by the N.C. Center for Public Policy Research, Bill was named one of "The 50 Most Influential Lobbyists" on its most recent list. Additionally, Bill served by appointment on The Advisory Council on Legislative Lobbying Policy and Regulation formed by the North Carolina Secretary of State in 2004. Prior to joining the firm, Bill served as the director of governmental affairs for the North Carolina Bar Association. Bill also serves as Chief Executive Officer of Kennedy Covington Consulting LLC.

Influencing legislation through direct lobbying and coordination with state legislators, administrative offices, and the Governor's office.
Monitoring and reporting on legislative and regulatory developments, as well as the attitudes, policies, and inner workings of government.
Analyzing the impact of legislative and regulatory proposals on client interests and competitiveness.
Assisting regulated companies with agency interaction to achieve favorable interpretations of certain rules and policies. Representative agency examples include the Departments of Secretary of State, Insurance, Health and Human Services, and Revenue, among others.
Aiding in identification of government and institutional contracting and procurement opportunities and developing strategy.
Advising on economic development/business relocation strategy for out-of-state interests.
