William Lockwood Biography :

Bill is an Accredited Senior Appraiser (ASA) of the American Society of Appraisers, a Certified Business Appraiser and Senior Managing Director of Empire Valuation Consultants, LLC. He has over thirty-five years of experience in the valuation and management of closely-held business interests. He spent twenty-one years at the U.S. Trust Company of N.Y. and another six and one half years at the Chase Manhattan Bank, N.A. where he was Vice President and Managing Director of Chase Valuation Consultants.

Bill received his B.B.A. and M.B.A. degrees from St. John’s University in New York. He is a past President of the New York City Chapter of the American Society of Appraisers. He is also a member of The Institute of Business Appraisers, The ESOP Association and a former member of its Valuation Advisory Committee, and the Estate Planning Council of New York City.

Bill has lectured extensively on estate planning, employee stock ownership plans (ESOPs), and the valuation and management of closely-held business interests before many organizations, including The Practicing Law Institute, The American Society of Appraisers, The International Business Brokers Association, The Foundation for Accounting Education, The International Association for Financial Planning, The National Association of Accountants, The Institute of Business Appraisers, The Estate Planning Councils of New York City, Nassau, Suffolk, and Westchester Counties (New York), Central Illinois, and Boca Raton, Palm Beach and Orlando, Florida, The New York State and Florida Bar Associations, and the American and New York State Bankers Associations.

He has authored a chapter on valuations for Estate and Financial Planning, published by Clark Boardman Callaghan & Co. in September 1988. An article entitled How is a Closely Held Business Valued? appeared in Long Island, a magazine published by the Long Island Association in February 1992. Bill has contributed to The Audio Estate Planner, produced by The American Law Institute-American Bar Association Committee on Continuing Professional Education, with lectures on minority interest discounts and ESOPs. He has also written a book entitled Valuing Closely Held Businesses for Harcourt Brace’s Personal Financial Planning Portfolio Series, which was published in January 1995.

Bill has qualified as an expert witness on valuation matters in the New York Supreme Court of New York, Erie, Suffolk and Nassau Counties, the Surrogates Court of Nassau and Suffolk Counties, and the District Court of Hennepin County, Minnesota.

Bill has been involved in more than 3,000 valuations of companies in a broad array of industries ranging in size from very small to those valued at over $1 billion.
