Virginia W. Boylan is a partner and a member of the Indian Tribal Governments Team in the firm's Government and Regulatory Affairs Practice Group. Virginia focuses her practice on legal advocacy and representation in the areas of Federal Indian Law, Gaming Law, Tribal Recognition and Energy and Natural Resources. Her clients include American Indian Tribes, tribal organizations and companies that do business with Indian Tribes.
Prior to joining the firm, Virginia practiced Indian and Gaming Law for nine years in Washington, D.C. at the law firm of Dorsey & Whitney LLP.
Before going into private law practice, Virginia served for 15 years as Deputy Staff Director and Senior Counsel to the U.S. Senate Committee on Indian Affairs. In this capacity, her functions included responsibility for legislation and oversight of federal management of Indian trust resources and economic and social services programs, environment, economic development, gaming, energy and minerals development, water and land claim settlements, federal recognition issues, housing and education. Virginia held significant staff responsibility for passage of the Indian Gaming Regulatory Act of 1988, the 1991 Indian Civil Rights Act Amendments, the Tribal Justice Act, the Indian Mineral Development Act, the Federal Oil and Gas Royalty Management Act, the Indian Education Act of 1988, several Indian water settlements, amendments to the Indian Self-Determination Act and a variety of tribal provisions in environmental statutes. |
