Troy is an actuary with the Milwaukee office of Milliman. He joined the firm in 2002.
Experience
Troy’s area of expertise is prescription drugs. His current responsibilities include modeling and analysis of prescription drug benefit plans with particular emphasis on the Medicare prescription drug benefit. Troy has assisted PDPs, MA-PDs, and employers with strategic planning, Medicare bid preparation, RDS attestation, and other issues related to Medicare Part D. He was a key contributor to Milliman’s Part D research efforts, leading the research to develop RDS attestation testing models, prescription drug area factors, and risk adjustment factors supporting Milliman’s Part D estimates.
Troy has published numerous articles on Medicare Part D for the Society of Actuaries, Milliman and other publications. He has spoken on the subject at several employer/broker conferences, as well as actuarial meetings. Troy is a member of the American Academy of Actuaries Medicare Part D Lessons Learned Workgroup.
Troy has also assisted clients with long-term care insurance, managed care and consumer-driven product pricing, experience analysis, physician reimbursement analysis, and reserve development. He is co-author of a chapter in Essentials of Managed Care titled Underwriting and Rating Functions Common to Most Markets.
