Mr. Brown represents developer and builder clients before local and state administrative and legislative bodies having jurisdiction over land use and real estate development approval, licensing and permitting. He regularly assists local, regional and national clients through the comprehensive planning, comprehensive and piecemeal zoning, subdivision, detailed site plan and permitting processes. Mr.Brown also represents clients before the Montgomery County Board of Appeals on special exception (conditional use permit) applications, zoning variances and administrative appeals; the Washington Suburban Sanitary Commission on issues concerning public water and sewer service; and the Maryland courts on appellate matters. Mr. Brown has effectively lobbied local and state legislators and other public officials on matters affecting client property rights. Downtown Silver Spring - assisted in obtaining project plan, preliminary plan and site plan approvals and amendments for a 1,175,935 square foot mixed use urban renewal project in Silver Spring, Maryland. Defeated administrative appeals challenging demolition of historic resource in connection with the development. The Harbor School - obtained special exception approval for a 220 student, 40,000 square foot private educational institution in Potomac, Maryland. The Norwood School - obtained special exception and subdivision approvals for a 200 student, 60,000 square foot expansion of a private educational institution in Potomac, Maryland. Subsequently obtained a modification to the special exception for an addition to the Murray Arts Building. The George Meany Center for Labor Studies, Inc./The National Labor College - obtained special exception approval for a new 65,830 square foot educational building, an 85 bed dormitory and a new dining facility in Silver Spring, Maryland. Silver Spring YMCA - obtained special exception and subdivision approvals for a freestanding 150 child day care center in Silver Spring, Maryland. City Townes at Edgemoor - obtained zoning text amendment, piecemeal rezoning, development plan, subdivision and site plan approvals for a 29 unit luxury townhouse infill project in Bethesda, Maryland. Edgemoor, A Condominium - obtained piecemeal rezoning, development plan, subdivision and site plan approvals for a 10 story, luxury apartment building in Bethesda, Maryland. Edgemoor Gardens - obtained piecemeal rezoning, development plan and site plan approvals for a 12 unit garden apartment building in Bethesda, Maryland. The Key Property - assisted The Rouse Company in obtaining piecemeal rezoning and development plan approvals for a 518 acre mixed use development in Howard County, Maryland. Defeated administrative appeals challenging the rezoning. Discovery Communications, Inc. - Discovery Creative and Technical Center - assisted in obtaining project plan, subdivision, site plan, and permitting approvals for a 142,000 square foot building and an adjacent 600 space structured parking facility in Silver Spring, Maryland and subsequent amendments required for occupancy by Discovery Communications. Hampshire Greens - assisted in obtaining piecemeal rezoning, subdivision, site plan and permitting approvals for a 286 unit, 18-hole golf course cluster development in Montgomery County, Maryland. King's Crossing - obtained amendments to an existing subdivision approval and drafted and negotiated development agreements for an 816 unit residential development in Germantown, Maryland. King Farm - drafted and negotiated development agreements for a 450 acre mixed use development in the City of Rockville, Maryland comprised of 3,200 units, 3,100,000 square feet of office space and 125,000 square feet of neighborhood retail space. Congressional North Shopping Center - assisted in obtaining subdivision and use permit approvals for a 240,968 square foot shopping center renovation in the City of Rockville, Maryland. Gateway 270 - assisted in preserving land use entitlements for a 1,000,000 square foot corporate office park in Clarksburg, Maryland. Drafted numerous easements and agreements required for construction.
