Current responsibility
Tim is a principal and consulting actuary with the St. Louis office of Milliman. He joined the firm in 1987.
Experience
Tim manages the St. Louis life and health actuarial consulting practice. Consulting projects include assignments for state and federal government agencies, HMOs, healthcare providers, employers, and insurance companies.
Specific assignments include assisting state insurance departments in the financial examination of insurance companies, Blue Cross/Blue Shield associations, and HMOs. Tim has assisted states in the development of managed Medicaid programs for all health and for behavioral health.
Tim has been instrumental in designing and building computer models (Simulation Products) for health plans, including medical, dental, managed pharmacy programs, Medicare, Medicaid, physician specialties, and vision plans.
Affiliations
He is a past member of the Society of Actuaries' Board of Governors.
He was a past member of the Life Committee of the Actuarial Standards Board.
He has also been a member of the Medicare Cost Containment Work Group and the Medicaid Work Group of the Academy of Actuaries.
Presentations and publications
Tim has spoken at meetings of the Society of Actuaries and other insurance organizations. He has written numerous articles and papers. He has published a textbook chapter for Physician Executives highlighting capitation and its effects on those involved and has co-authored the textbook Actuarial Aspects of Life Insurance and Annuities. Tim has also developed a manual summarizing life and health insurance valuation laws, regulations, and interpretations for the American Academy of Actuaries.
