Thomas J. O’Rourke represents a variety of clients including individuals, businesses and not-for-profit organizations on matters involving tax, estate planning and administration and pension issues. He works with clients to assist in meeting their business and financial objectives in the most tax efficient manner. Mr. O’Rourke also represents clients in tax controversies before the Internal Revenue Service, state tax administrative agencies and in State and Federal Courts. His trial experience includes service both as an IRS attorney and in private law practice. He has litigated cases before the U.S. Tax Court, Federal District Courts, the U.S. Court of Federal Claims and the Maryland Tax Court. He has argued appeals before the Courts of Appeals for the Federal, Fourth, Fifth, Seventh, and Ninth Circuits. Mr. O’Rourke has served on the adjunct faculty of Georgetown University, George Mason University, Montgomery College and the Northern Virginia Community College, where he has taught courses on estates, trusts and taxation at both the graduate and undergraduate levels. He regularly presents lectures to members of the federal judiciary and to senior federal government executives on tax, estate and pension issues.
