Tom is a consulting actuary with the Atlanta office of Milliman. He joined the firm initially in 1989 and again in 2004 after one year as chief actuary for Blue Cross Blue Shield of the Rochester Area, a division of Excellus Health Plans, and three years as vice president and chief actuary for all Excellus Health Plan divisions.
Experience
Tom's client activities have included actuarial and underwriting department reviews, experience analyses, new product pricing, insurance department filings, and financial reporting. He has assisted organizations in moving toward best practice processes and procedures in a variety of areas including actuarial/underwriting and competitive intelligence. Tom has worked extensively in the area of government contracting, including TRICARE proposals and Medicare Advantage and Medicaid risk contracts. Over the past year, he has been heavily involved in helping health plans implement HMO and PPO Medicare Advantage and Part D prescription drug plans, including special needs plans for Medicare/Medicaid dual eligibles.
