Mr. Coulter is a partner in the Business Litigation Practice Group. He represents clients in all aspects of business litigation in both federal and state courts. Mr. Coulter has handled a variety of litigation matters, including contract disputes, business tort claims, and shareholder disputes. He has particular experience in construction litigation and government contract litigation. Mr. Coulter has significant trial and appellate experience, as well as substantial experience in alternative dispute resolution, including mediation and arbitration. Mr. Coulter joined LeClairRyan in August 2000. From 1997 - 2000, Mr. Coulter worked for the Department of Justice in Washington, D.C. As a trial attorney in the Commercial Litigation Branch of the Justice Department, Mr. Coulter represented the United States in contract disputes, many of which involved construction contracts. Mr. Coulter participated in bid protest litigation, contract interpretation issues, differing site conditions, issues of changes in the scope of work, defective plans and specifications, and other, typical construction contract issues. As lead trial counsel, Mr. Coulter litigated several construction cases through trial, involving claims in excess of one million dollars. He obtained experience in all phases of public contracting, from the bidding process through final completion. In addition, Mr. Coulter gained experience in handling a variety of other contract disputes, as well as customs and international trade litigation, Fifth Amendment takings cases, and various issues of statutory interpretation involving appeals from decisions of the Merit Systems Protection Board and the United States Court of Appeals for Veterans Claims. From 1992 - 1997, Mr. Coulter was an associate with Fulbright & Jaworski, L.L.P., in Houston, Texas. He represented clients in all phases of commercial litigation, including contract and tort claims arising from business disputes, shareholder litigation, construction litigation, and intellectual property litigation. Mr. Coulter also has substantial experience in professional liability, product liability, and insurance defense matters. |
