Ted Swain, a former Judge in the Circuit Court of Cook County and Chief Deputy Assessor for Cook County, has vast experience in the field of Illinois property taxation law. He is the recognized authority in this area, having served as principal property tax attorney in the Civil Division of the Cook County State's Attorney's office, as Chairman of the Illinois Director of Revenue's Advisory Committee for Recodification of Illinois' property tax laws, and as chairman of the Working Group of the Assessor's Tax Policy Forum that dealt with recommendations for restructuring the Illinois property tax system. He has also chaired or co-chaired numerous Task Forces for the courts, the County Clerk's office, and The Civic Federation dealing with the reform of assessment appeals legislation and current tax and assessment problems and procedures.
