Stephen P. Elmendorf is a Partner with the Land Use/Administrative Law Practice Group at Linowes and Blocher LLP. Mr. Elmendorf's practice area is the land development approval process in Montgomery County, Rockville and Gaithersburg and includes master plan and AGP amendments, individual and comprehensive rezonings, special exceptions and variances, subdivision and site plan approvals, zoning text amendments, building and other permit approvals. Mr. Elmendorf represents local and national clients before the Montgomery County Council, the County Board of Appeals, various County government agencies, the Maryland-National Capital Park and Planning Commission and the City Councils, the Planning Commissions and the Boards of Appeals of Rockville and Gaithersburg on a wide range of complex development-related issues. A representative listing of Mr. Elmendorf's clients includes regional transit station developers, regional shopping center developers, national multi-family and senior housing developers, nursing homes, private schools and residential developers. Prior to his years with Linowes and Blocher LLP, Mr. Elmendorf served as an Assistant County Attorney for Montgomery County. In that capacity, he advised the Montgomery County Council, the County Board of Appeals and various County agencies on zoning and land development matters.
