Stephen Cullen is an AV rated trial lawyer and is head of the firm’s Family Law & Private Clients group. Mr. Cullen has an extensive amount of experience in divorce, family law, tort law, medical malpractice, defamation and general trial litigation cases. He represents parents and children in both state and international family and child law cases and is an international and national expert on the Hague Convention on the Civil Aspects of International Child Abduction and the UCCJEA and UIFSA. Mr. Cullen’s family law practice also involves state and international guardianship and adoption cases, second parent adoptions, the drafting of premarital contracts, will contests and divorce, custody, child support and alimony cases.In his general trial litigation practice, Mr. Cullen represents the City of Baltimore Fire Department paramedics and the City of Baltimore. He has a particular interest in state and international commercial litigation and partnership disputes. Mr. Cullen is also a qualified Scottish lawyer.In his Hague Convention practice, Mr. Cullen has tried cases throughout the United States and has worked in tandem with foreign attorneys to help recover American children who have been abducted overseas. He brought and won the groundbreaking Hague Convention cases, Whallon v. Lynn in 2000 in the United States Court of Appeals for the First Circuit and Bocquet v. Ouzid in 2002 in the United States Court of Appeals for the 11th Circuit. In 2006, Mr. Cullen also won a $3 Million damages judgment in the Shannon v. Khalifa et al. case after the Plaintiff’s two sons were abducted to Egypt.
Mr. Cullen is director of Miles & Stockbridge's Pro Bono Advocacy Program and devotes a substantial part of his own practice to pro bono work for both individuals and organizations including the Maryland Zoo in Baltimore, the City of Baltimore Project 5000, the National Center for Missing & Exploited Children and domestic violence cases for women and children.Before joining Miles & Stockbridge, Mr. Cullen was first a Scottish high school teacher of English and Italian and then a Scottish lawyer in Edinburgh.
