Stephen C. Winter has a varied business practice, which includes public finance, representation of new vehicle dealers and the Maryland New Car & Truck Dealers Association and complex estate litigation. He has served as counsel to the Maryland New Car & Truck Dealers Association for over 30 years and represented new vehicle dealers in Maryland and other states with respect to matters involving financing, licensing, disputes with manufacturers and distributors and the purchase and sale of new vehicle dealerships. Mr. Winter has successfully represented the Maryland New Car Dealers in important litigation involving legal requirements to sell new vehicles in Aero Motors v. Automobile Trade Association, 274 Md. 567 (1975), Detroit Automotive Purchasing Services, Inc. v. Lee, et al., 463 F.Supp. 954 (D. Md. 1978) and Automobile Trade Association v. United Buying Service, 484 A.2d 612, 301 Md. 642 (1984). Mr. Winter also represented 211 new vehicle dealers in Maryland in litigation with the State of Maryland and successfully argued that Maryland Consumer Finance Laws permit new vehicle dealers to charge and finance fees in connection with obtaining titles for vehicles and performing other work in the sale of vehicles. (Circuit Court for Harford County, Cases 7272 and 7887; appeal dismissed 1991)] In the public finance area, Mr. Winter represents Harford County, Maryland, Mayor and City Council of Havre De Grace and Mayor and City Council of Aberdeen in connection with the issuance of public debt and private activity bonds to finance various projects. Mr. Winter has also represented county and local governments in litigation involving the interpretation of Maryland Statutes and the Maryland Constitution insofar as the powers and duties of county and local governments are concerned. [Friends of Harford v. Harford County Council, et al. 357 Md. 237 (2000)] Mr. Winter also has extensive experience in estate litigation, such as Lowenthal v. Rome, 471 A.2d 1102, 57 Md. App. 728 cert. denied; 476 A.2d 722, 300 Md. 153 (1984) and 449 A.2d 411, 294 Md. 277, 294 Md. 277 (1982); cert denied 103 S.Ct. 1253, 460 U.S. 1012, 75 L.Ed.2d 481 (1983) in connection with the interpretation of a Spanish will and the recognition by Maryland Courts of an annulment in Spain granted on religious grounds.
