He has represented clients in a variety of industries and in all aspects of the controversy process, including pre-audit, audit, appeals, competent authority, and the federal trial and appellate courts. He has represented clients in the U.S. Tax Court, the Federal District Court, the Federal Bankruptcy Court, and the Court of Federal Claims. Mr. Stark has experience in a broad range of areas including, among others, transfer pricing, cross-border structures, partnership and corporate issues, economic substance and business purpose, tax accounting, and procedural considerations. Mr. Stark was a trial attorney in the Tax Division of the U.S. Department of Justice (DOJ). At the DOJ, Mr. Stark litigated a broad array of tax issues in the federal courts and received the Tax Division's Outstanding Attorney Award.
