Ms. Cotter's practice focuses on campaign finance and election law, liquor licensing and regulation, insurance and environmental regulation and legislation, public policy litigation and legislation, and general corporate work for profit and nonprofit corporations. She has frequent contact with Michigan's executive office, state legislators and various agencies, including the Office of Financial and Insurance Services and Liquor Control Commission. She is also a registered lobbyist in the state.
In 1992, Michigan's Governor John Engler appointed Ms. Cotter to the Michigan Natural Resource Management and Environmental Code Commission, which successfully codified statutes affecting natural resources and the environment. She also was appointed by Governor Engler to serve on the Hazardous Waste Site Review Board.
In 2002, Ms. Cotter was appointed to serve on the Saginaw Valley State University Board of Control. She was elected Treasurer in 2004. Her term expired in 2005.
Prior to joining Dykema Gossett, Ms. Cotter served as the legislative assistant for the Michigan House of Representatives in Lansing. While at Michigan State University, she worked for the U.S. Cooperative Extension Service, served as a page for the House of Representatives and interned with the chairman of the House Senior Citizens and Retirement Committee. While attending law school, she taught in the Minority Affairs Program at the University of Michigan.
