As Vice President for Corporate Mission Initiatives at Noblis, Mr. Clerman is the corporate lead for defining and implementing new initiatives that will shape Noblis’ future. Noblis is a nonprofit science, technology and strategy organization working at all levels of government, in private industry and with other nonprofits in areas that are essential to our nation’s well-being: national and homeland security; transportation; health care; criminal justice; energy and the environment; and oceans, atmosphere and space.
Mr. Clerman has thirty years of experience working in the public interest formulating sound, sustainable recommendations to clients facing complex technical and management challenges. He has created successful strategies for managing risks to human health and the environment and applying information technology to data-intensive management problems. Teams under his leadership have helped organizations develop and implement new business practices incorporating technology as an enabler of change and a productivity multiplier. His current interests include homeland security, medical preparedness, energy security, and critical infrastructure protection.
Earlier in his career, Mr. Clerman was instrumental in developing and fielding teams to analyze environmental systems and technologies and design and develop automated information systems. Mr. Clerman led teams providing strategic planning and management systems support to major change initiatives in the public sector. His team helped the Air Force establish the first national Center for Environmental Excellence and provided it with integrated technical and management systems. Mr. Clerman also provided oversight to programs supporting the U.S. Food and Drug Administration, the Department of Energy, the U.S. Environmental Protection Agency, the Nuclear Regulatory Commission, and other agencies.
Mr. Clerman directed the development of information systems, including parallel administrative and technical information management systems to allow program managers to track hundreds of contractor activities; environmental monitoring databases; advanced applications of geographic information systems; and a database system for determining the status of emergency preparedness at emergency management operations across the country.
He conducted early studies of the applications of biotechnology in a wide range of industries and performed detailed scientific and engineering analyses of individual technologies including developments in molecular electronics.
Mr. Clerman has served on national task forces addressing information sharing for national security, inter-governmental approaches to medical preparedness, and other topics. He has a B.S. in Biology from the State University of New York at Fredonia, an M.S. in Environmental Science from the University of Virginia, and an M.S. in Computer Science from Johns Hopkins University. His post-graduate education includes completion of the Executive Management program at the Pennsylvania State University Graduate Business School. He has published and spoken on a range of topics in science, technology and management. |
