As a senior associate consultant with Noel-Levitz, Richard Eastop uses his 38 years of experience in higher education to assist institutions with creating comprehensive enrollment management programs and annual recruitment plans. Mr. Eastop has led a long and successful career producing favorable outcomes for numerous institutions. His expertise has generated results for institutions such as Concord College (WV), Bemidji State University (MN), Youngstown State University (OH), The University of Louisiana at Monroe, Virginia Tech, Missouri Western State University, Hood College (MD), and Drake University (IA). He has also been involved in statewide system projects in Kentucky, Indiana, and Louisiana.
Mr. Eastop recently retired from the University of Toledo (OH) with Emeritus status, most recently serving as vice president for enrollment services. During his last three years, Toledo enrolled the two largest FTIC freshman classes in its history and increased the freshman-to-sophomore retention rate 5 percent, to the highest level among Ohio’s open admission universities. The division was also recognized for leading the university in Customer Focused Quality initiatives.
During his career at The University of Toledo, Mr. Eastop directed the university’s exceptional 80 percent increase in undergraduate enrollment, making it the fastest growing university in the state at the time and moving it from the tenth to the fourth largest public institution in Ohio. Mr. Eastop also led the university to the nation’s 'Top 33' list of colleges and universities enrolling National Merit Scholars. He established the university’s first minority outreach and community college recruitment programs and developed and implemented the first structured freshman orientation and advising program.
Memberships and awards:Mr. Eastop served two terms as a member of the American College Testing program’s Board of Trustees, and has also served as president of the Ohio Association of College Admission Counselors. He has twice led the Ohio Public University Admissions Officers Council and has presented numerous seminars at national and regional professional development conferences. Among his numerous honors, he received the Scott Award, the highest and most prestigious honor from the Ohio Association of College Admission Counselors. His Ohio colleagues also established the
Eastop Award,:given annually to a high school counselor whose loyalty and dedication to students in the pursuit of higher education serves as a role model for others to follow.
