Richard is a member of the Oakland office where he represents local public agencies in eminent domain, inverse condemnation and NEPA/CEQA litigation.
He served as Chief Counsel for the California Department of Transportation (1979-1983). Before his appointment as Chief Counsel, he headed the Caltrans San Diego legal office where he was engaged in an active eminent domain trial practice. During this period he served as mayor of the City of Del Mar and was a city council member for 10 years.
After serving as Caltrans Chief Counsel, Richard entered private practice in representing Northern California public agencies, including Contra Costa and Yuba Counties, the Cities of Vacaville, Antioch and Martinez and the Santa Clara Valley Transit Authority and BART in eminent domain and inverse condemnation litigation. He represented the City of Emeryville in Federal Court and Contra Costa County Sanitation District in complex litigation against Caltrans. |
