Experience:
Peter Richards-Carpenter heads the financial services practice of Mayer Brown in London, having served in that leadership position with Rowe & Maw since 1998. He has for many years been heavily involved in developing and advising on the regulation of banking and financial services in the City of London. Peter has advised the Financial Services Authority (FSA) on certain elements of its current regulation of the United Kingdom’s financial services markets, after previously advising two of the FSA’s predecessor self-regulating organisations. In addition, he assists financial institution clients in their day-to-day interpretation of UK rules, in negotiating new business opportunities and their ongoing relations (including discussions and, where necessary, disputes) with the FSA.
Peter works regularly with major financial institutions on the development of their operations, both institutional and retail, with particular emphasis on asset servicing and asset management businesses. He has assisted a large number of banks and financial institutions to structure and establish their operations in the United Kingdom as well as to organise their group structures to take advantage of the European Union single market initiatives, and where appropriate, utilisation of appropriate outsourcing arrangements. Reflecting this international emphasis, Peter represents the United Kingdom on the Financial Services and Insurance Commission of the International Chamber of Commerce and chairs its UK Committee.
Notable Engagements:
Advised an acquired bank concerning contractual arrangements with new product providers including appropriate regulatory disclosure documentation.
Assisted in the design of the day to day operation of an asset manager's retail business and structuring and documenting its personal pension services including the formulation of its self-invested personal pension products.
Advised a US bank on the acquisition of a majority stake in a European bank with branches in the UK and mainland Europe.
Assisted a variety of US, UK and EU banks and financial institutions on the implications for their business of MiFID and the new FSA regime and redesigning their systems and business documentation.
Created revised business terms for global custodian banks to reflect recent changes in the industry.
