PROFESSIONAL EXPERIENCE

Mr. Kuniholm has more than 30 years of experience in a wide range of complex environmental project management and design responsibilities. He has managed or directed more than 50 major projects with budgets to $8 million and staff of up to 25 professionals. These projects have involved site investigations, and treatability studies; remedial designs; dredging and containment, development of major resource recovery facilities; MRF design; compost project development; design of landfills and landfill closures; hazardous waste management facilities; sludge and residual waste disposal; leachate treatment and disposal; recycling planing and facility evaluation; wastewater collection and treatment; permitting; regulatory interaction; environmental assessment; air and wastewater permits; public information programs; construction administration; startup and operations. Specific projects include:

* As Vice President and solid waste division leader for the New York office, he is involved with a variety of solid waste management projects involving landfill, landfill gas, and other solid and hazardous waste management projects including review and quality assurance activities.

* Project Director for NSPS Tier 2 landfill gas evaluation studies and Title V air permitting for publicly owned landfills in Watertown, NY, Colonie, NY and Monroe County, NY.

* Project Director for Closure Plan/Master Plan evaluations at a 73 acre landfill for the Development Authority of the North Country (NY). Project included: cap system evaluations; stormwater management plan, sequential fill plan, stability analysis, drainage, roads and life cycle cost estimates, contractual due diligence studies for several New Jersey, New York and Massachusetts landfill gas projects, including environmental testing and permit compliance.

* Design review and construction quality assurance for landfill gas projects in New York, New Jersey and Connecticut.

* Planning and design of a recycling/transfer facility for residential and commercial waste for the City of Yonkers, New York. Includes a waste compactor installation and bi-level drop-off center, maintenance garage and office, site work, construction administration and coordination.

* Interim project director for the Fresh Kills landfill Leachate Mitigation Study. Senior engineering consultant on treatment and containment system designs involving nutrient removal, collection and pumping, slurry walls and long-term monitoring.

* Directed site investigations, feasibility studies, and remedial designs for capping and closure of New York City Department of Environmental Protection (NYCDEP) $230 million Phelps Dodge composting plant on 35-acre Class 2 inactive hazardous waste site in Maspeth, Queens, New York City. Project involved complex management, Consent Order scheduling, and phasing for removal of asbestos, lead paint, PCB, UST’s, hazardous sludge, ash, and debris prior to demolition of more than 50 structures. Remedial designs included capping of a variety of heavy metals, volatile and semi-volatile compounds in soils and groundwater, and dredging and disposal of contaminated marine sediments. Permitting, public participation, wetlands review, archeological studies, and health risk analysis were included.

* Investigation and development of field leaching studies for resource recovery plant fly ash/bottom ash mixtures for various uses at the Chester County Solid Waste Authority Landfill in Honeybrook, PA, including protocol approvals.

* Landfill closure planning and design for 20-acre municipal landfill, Westwood, NJ. Project included water quality study, permitting, and innovative recreational multipurpose uses of the closed landfill site. Extensive public participation and evaluation of post closure alternatives, integrated with the final cap and drainage plan.

* ECRA study and investigation of septic systems contamination and underground storage tank removal of New Jersey manufacturer.

* Preparation of permits and negotiations with NJDEP for on-site and off-site removal of heavy metal contaminants, at DuPont’s Pompton Lakes, NJ facility.

* Responsible for remedial designs for removal of petroleum product contaminated soils around and under building slab and foundation, underpinning, and free product recovery at Valvoline facility in Edison, NJ.

* Technical and management responsibility of several NPL Superfund sites RI/FS and RD phase projects under USEPA ARCS program (Higgins Farm, U.S. Radium and Chemsol).

* Remedial investigations, groundwater permit negotiations, soil clean-up oversight and oil-water separator design for Leisure Lines Bus Wash System and maintenance facility in Mahwah, NJ.

* Industrial wastewater process treatment evaluation for discharge to municipal system at Heico Chemical Co. In Delaware Water Gap, PA.

* Remedial design for Reich Farm Superfund site in Toms River, NJ involving technology evaluation, low temperature thermal desorption system, treatability analyses and remedial design for volatile and semi-volatile soils and underground compounds for Union Carbide Chemicals and Plastics Co.

* Quality assurance manager for several design contracts for the 330-acre Edgeboro landfill for the Middlesex County Utilities Authority in New Jersey.

* Prepared wastewater sludge management plan for Monroe County, NY involving three facilities (105 MGD, 12 MGD, and 8 MGD), evaluating long term processing and disposal alternatives such as composting, chemical stabilization, pelletizing, and incineration for conformance with new federal 503 regulations.

* Evaluated sludge management and disposal options for the Wyoming Valley Sanitary Authority's 35 MGD plant in Wilkes-Barre, PA. Performed a value engineering study to optimize costs for the selected alternative.

* Wastewater effluent re-use evaluations, environmental impact studies, and risk assessment for IPP power generating facility in Orange County, NY.

* Stormwater and oil spill containment system design, with automated closure and alarm systems for Princeton Plasma Physical Laboratory. Design included basis liner, hydraulic analysis, oil boom, continuous automatic sampling, analysis, and emergency procedures.

* Remedial design, planing, and specifications for proposed actions on Superfund site in Columbia, MS, currently owned by Reichhold Chemical Co. Including contracting and permitting issues.

* Directed evaluation of leachate treatment facility, upgrade designs and construction management at 300-acre Chester County Solid Waste Authority landfill in Honeybrook, PA.

* Directed closure planning and design of 12-acre industrial solid waste landfill for U.S. Pipe and Foundry Co., Burlington, NJ.

* Landfill closure planning, permitting, design, and surface/groundwater quality analysis utilizing sludge derived product (SDP) capping materials for 24-acre Woodbine, NJ site.

* Capping, closure design, and leachate collection system design for Southampton, NY landfill, using state-of-the-art materials, and steep-slope erosion control methods.

* Sludge lagoon closure and capping design for Hamilton Township, NJ, with hydrogeologic and stability investigations, wetland, and stormwater permits.

* Investigations of U.S. Pipe and Foundry Company stormwater and groundwater discharge permit requirements, SCS permits, infiltration basin design for landfill capping, closure and development of best management practices (BMPs) for stormwater quality mitigation on 120-acre site.

* Landfill siting evaluation, economic analysis, and technical concept development for Luzerene County, PA. Studies included hydrogeological, wetlands traffic, and environmental assessments.

* Solid waste composting and co-composting project development for Monroe County, Rochester, NY. Evaluation of conversion of existing RDF facility to produce compost feedstock, R&D permitting, pilot demonstration, market study, and full-scale evaluation.

* Materials Recycling Facility (MRF) proposal evaluation, negotiations, permit application, construction administration, and start-up for a multimaterials 2,500 ton-per-week facility in Monroe County, NY.

* Solid waste planning, recycling program implementation, waste stream analysis, and landfill design for the Town of Southampton, NY. A comprehensive solid waste master plan encompassing all aspects of facilities requirements, siting, and environmental assessment. Prepared mandatory recycling program, market analysis, and recommended solid waste composting system. Analysis of source separation collection options, cost, and methods.

* Preparation of implementation phase studies for solid waste composting project in Albert Lea, MN.

* Closure planing and design for 20-acre private landfill in Ulster County, NY. Leachate collection, stability analysis, traffic analysis, and permitting negotiations.

* Assessment of health risks associated with solid waste composting and comparison of these risks to other management alternatives for the Minnesota Pollution Control Agency.

* Involved with capping and closure studies and preliminary designs for RCRA industrial landfill for American Cyanamid, Wallington, CT.

* Conducted process treatability studies, equipment evaluations, and final design of a 7.5-mgd secondary wastewater treatment plant for Crane & Co., papermakers in Dalton, MA.

* Responsible for design of the 12,500-ft. long Mad River interceptor sewer, including grant applications and permits for Waterbury, CT.

* Managed contracts with the City of Norwalk, CT to provide operations and maintenance assistance to bring the city's 25-mgd municipal wastewater treatment plant into compliance with discharge permit, including design of various plant improvements and modifications.

* For the Borough of Naugatuck, CT, managed studies and designs for sewer and pumping station system expansion.

* Directed Town of North Hempstead, NY $200 million solid waste management program, including 1,000-tpd resource recovery facility plan development and project implementation. Activities included waste quantification, site selection, review of European systems, technology selection, analysis of alternative air pollution control systems, environmental impact analysis, economic analysis, economic/financial analysis, RFE/RFP development, vendor negotiations, energy market evaluation, and an extensive public information/participation program.

* Landfill work for the Town of North Hempstead, NY involved expansion and upgrading of the landfill and leachate treatment facilities at a 75-acre double-lined site handling about 225,000 tons per year of municipal solid waste and ash residue. Development included treatability studies and design of a state-of-the-art leachate treatment plant.

* Recycling program development for the Town of North Hempstead, NY included source separation studies, market evaluations, processing facilities design, and operating contract RFP preparation for a 125-tpd system, negotiations, and public information programs.

* Development and permitting of private hospital waste disposal and incineration projects in New York State and other locations, including technology evaluation, economic studies, procurement, design criteria development, and permitting.

* Resource recovery planning, development, procurement, and permitting for $100 million 800-tpd water-to-energy and recycling facilities in Dakota County, MN.

* Evaluation of solid waste resource recovery alternative for Middletown, CT including siting, technical review, tipping fee analysis, waste quantification, and vendor negotiations for a 550-tpd facility.

* Leachate treatability studies, preliminary design and permit restructuring for Ramapo, NY landfill leachate treatment plant upgrade.

* Completed a hydraulic analysis of a 5-mgd secondary wastewater treatment plant for the City of Groton, CT, including recommendations and design of modifications to preliminary treatment systems to prevent flooding during wet weather events.

* Designed interceptor relief sewers for the City of Groton, CT.

* Conducted infiltration/inflow studies and recommended cost-effective improvements for the City of Norwalk, CT sewer interceptors.

* Managed preparation of reports and designs for paper mill sanitary sewer segregation and belt filter press sludge dewatering and disposal facilities for Union Camp Corporation.

* For Finch Pruyn & Company, managed study and report preparation on wastewater treatment system operating costs and long-term management approaches including sidestream anaerobic treatment, sludge incineration, and in-mill conservation.

* For Martinez, CA, responsible for reports, designs, training, and start-up assistance for modifications to multiple hearth sludge burning incinerators utilizing landfill gas at 35-mgd wastewater plant, and evaluation of various unit processes.

* Completed various reports, preliminary designs, and grant assistance for 36-mgd pure oxygen wastewater plant, Hollywood, FL.

* Development of solid waste transfer alternatives and investigation of out-of-town hauling and disposal options for Islip, NY. Economic analysis, waste quantification, landfill expansion alternatives, siting studies, litigation support, and other related activities.

* Served as resident Project Manager for international consortium, Suez Canal Zone, Egypt. Responsible for reports, designs, and operations training for reconstruction and development of new wastewater facilities totaling $2.4 million. Estimated construction cost, $240 million.

* Managed wastewater treatment facilities, operation review, and assistance reports for Hollingsworth & Vose, Co., West Groton, MA.

* Conducted sludge disposal study, groundwater evaluation, and prepared report for James River, Inc. on paper mill wastes.

* Responsible for sludge lagoon design for municipal and industrial wastewater residues, Fitchburg, MA.

* Managed preparation of report examining alternative technologies for dredging PCB-contaminated sediments from the Hudson River, for the New York State Department of Environmental Conservation.

* Prepared the New York State Department of Environmental Conservation, 208 Statewide Water Quality Management Plan for residual wastes examining land disposal, land application, and thermal destruction.

* Directed a civil/sanitary design group and coordinated multi-disciplinary teams working on a variety of industrial and municipal wastewater projects including:

An expansion of Olin Chemical Corp.'s Bradenburg, KY 6-mdg organic chemicals wastewater treatment plant with wastewater cooling, activated sludge CO2 neutralization, and combined sludge dewatering.

A 14-mgd secondary facility for Finch Pruyn & Co.'s integrated pulp and paper mill in Glens Falls, NY.

A multi-phase town sewerage system for Templeton, MA.

A 40-mgd regional primary treatment plant in Puerto Rico

An advanced secondary combined municipal-industrial 3-mgd plant for town and deinking paper mill waste in Templeton, MA.

* Involved with additional aspects of design work on these projects, including industrial interceptor design; sludge landfill design; discharge permit negotiations; construction grants; public hearing assistance; cost estimates; bid analysis; equipment evaluation; contract administration; start-up assistance, and on-line trouble-shooting.

* Project construction management coordinator for MIS systems and critical path scheduling for large multicontract pulp and paper mill construction projects. Resident engineer for paper mill construction, including many multimillion dollar projects involving process machinery, boilers, turbines, building foundations, and site work; and structural engineer for many pulp and paper mill projects.
