Paul brings our clients deep knowledge and experience in strategic communications, public affairs and crisis management. He leads our teams for Blue Cross and Blue Shield of North Carolina and other health care clients, drawing upon his rich experience in the health care industry to provide strategy, marketing and public relations counsel. He knows how to make his clients’ issues stand out in a crowded field. Case in point: He propelled a program fighting obesity and promoting workplace wellness to the forefront of a media glut of similar stories. Paul’s understanding of how health care has evolved helps him to speak persuasively to audiences that matter as the industry continues to shift and change. Paul closely monitors health care issues, industry trends and public research seeking to understand how public opinion on health care takes shape. This helps him more effectively communicate complex issues with policymakers and the media. Every Capstrat initiative that touches on health care and insurance takes advantage of his knowledge and advice. Before joining Capstrat, Paul served as executive director of the North Carolina Association of Health Plans. He led the association’s public affairs and media relations efforts, often testifying before legislative committees and working closely with legislative committees and staff to draft insurance laws. Prior to that role, he built his expertise through work as a special assistant to N.C. Commissioner of Insurance Jim Long and as a managing editor for Prudential Insurance in Philadelphia.
