Mr. Adel has over 20 years of experience in environmental and structural engineering, including fifteen years in environmental consulting and engineering services. He recently completed the preparation of technical components for the Generic Environmental Impact Statement for the New York State Statewide Wireless Network. As manager of technical staff, he both contributed and edited material for the draft and final documents. Mr. Adel has been engaged for project management by clients in the pharmaceutical, mining, asphalt and cement industries, commercial and industrial developers, municipal and county government, the Federal Aviation Administration, USACOE, US Air Force, Native American corporations, residential developers, and small business enterprises. Mr. Adel has provided consulting for property acquisition, performing due diligence associated with site characterization and regulatory compliance, environmental assessment (SEQR), site development and re-development, permitting, and compliance management. He has conducted and managed site investigations, feasibility studies, and restorations on contaminated sites under CERCLA/Superfund hazardous waste, PCB, pesticide, chemical and petroleum regulations. Mr. Adel has provided operation, inspection compliance management, decommissioning and site closure services under federal and state regulation for bulk storage tank operations (chemical, petroleum, above-ground, underground tank systems). He has consulted in the area of waste management, treatment, and disposal under state and federal regulations for RCRA, PCB, and State solid waste. Mr. Adel has consulted in landfill closure and monitoring, conducted leachate investigations, collection and treatment system design, and landfill gas venting/control design. He has obtained air permits and industrial facility permit modifications, alternative fuels permitting, emission monitoring and tracking, development and implementation of permit compliance management programs. Mr. Adel has held responsibility for construction quality control and quality assurance under federal contracts, supervising field activities, laboratory analysis review, and project documentation. He performs hydrology and hydraulic analysis (drainage and hydraulic systems), flood evaluation, drainage system improvements, stormwater treatment design and retrofitting. He has conducted contaminant transport modeling for development of alternative cleanup levels, air supply studies for soil bioremediation systems and application of a variety of natural and mechanical system modeling software. Mr. Adel has specialized in development and implementation of information management systems for environmental applications. He developed and installed a software system for FAA's Tank Management Plan to manage underground storage tank information for 56 Alaska Region Facilities, and operated the system during the first year. He developed a pharmaceutical facility automated emission tracking system as a component of a compliance assurance program plan under the New York State Title V program. Mr. Adel also has six years of structural engineering experience in the aerospace industry, developing structure interface loads with finite element modeling techniques and conducting detailed stress analysis of primary and secondary aircraft and satellite structures for airframe production and R&D programs. Mr. Adel is the Corporate Health and Safety Officer for Spectra Environmental Group and Spectra Engineering, Architecture and Surveying, Inc, and is an officer of the Capital District Chapter, New York State Society of Professional Engineers.
