Paul Hamburger Biography :

Paul M. Hamburger, P.C. is a partner in the law firm of McDermott Will & Emery LLP based in its Washington, D.C. office. He is a member of the Firm's Employee Benefits Department and heads the D.C. Employee Benefits Practice.

Paul advises employers on all aspects of their employee benefit programs, including matters affecting tax-qualified retirement plans (such as 401(k) plans, ESOPs, and defined benefit plans (including cash balance plans)), executive compensation plans, and welfare benefit plans (including cafeteria plan and COBRA issues). He also advises employee benefit plan trustees and service providers on ERISA and employee benefit plan related matters. Paul has extensive experience in representing clients before government regulatory agencies, including the Internal Revenue Service, Department of Labor and Pension Benefit Guaranty Corporation.

Paul is an adjunct professor at Georgetown University Law Center teaching the LLM tax course on ERISA Health and Welfare Benefit Plans. He is also a fellow of the American College of Employee Benefits Counsel, a member of the editorial advisory board for the Benefits Law Journal, a member of the Health Plan Advisory Panel for Thompson Publishing Group publications, and a member of the Employee Benefits Committee of the Tax Section of the American Bar Association.

Paul is ranked as a leading employee benefits and executive compensation attorney in Chambers USA: America's Leading Lawyers for Business (2006 and 2007). According to Chambers USA, McDermott's "'extremely fine counseling practice' is lauded by clients for its cross-office work ethic." Paul is described by clients as "a creative, business-oriented and brilliant lawyer who educates and enlightens." The Legal 500 also recognizes Paul as "especially recommended" for his benefits-related tax expertise. In 2007 and 2008, Paul was named as a "Super Lawyer" in the rankings published by Law & Politics magazine. The designation "Super Lawyer" is recognition, by peer review, of outstanding lawyers in the top 5 percent of lawyers in the Washington, D.C. area.

Paul is a frequent speaker on employee benefit matters, including annual presentations at the ABA National Institute on Welfare Plans since 1987. He is also an author of numerous articles and other publications on employee benefits matters, including three nationally-circulated loose leaf publications, published by Thompson Publishing Group: Mandated Health Benefits -- The COBRA Guide, The Guide to Assigning & Loaning Benefit Plan Money, and The Pension Plan Fix-It Handbook.
