Paul Van Horn Biography :

Paul E. Van Horn received his B.A. in English, cum laude, from Yale College in 1989 and his J.D. from Columbia University School of Law in 1994 as a Harlan Fiske Stone Scholar. After serving judicial clerkships in the federal District Court for the Southern District of California and the Ninth Circuit Court of Appeals, he joined a firm in New York City as an associate, where he began practicing in the trusts & estates area. He received his Master of Laws in Taxation from New York University School of Law in 2000 where he served as a student editor of the Tax Law Review. Mr. Van Horn then joined McLaughlin & Stern in June 2000, and was made a partner in the firm at the start of 2004. Mr. Van Horn’s practice focuses on estate planning and administration, charitable giving, trust and estate litigation and business succession planning. He also advises charitable organizations on planned giving and related issues.

Mr. Van Horn is an Adjunct Professor of Law at New York University, where he teaches Income Taxation of Trusts and Estates in the graduate tax law program. He is currently Vice-Chair of the Committee on Estate and Gift Taxes of the Tax Section of the American Bar Association and past Chair of the Tax Practice Management Committee. Mr. Van Horn is a member (and past Secretary) of the Committee on Estate and Gift Taxation of the Association of the Bar of the City of New York. He also is a member of the Real Property, Probate and Trust Law Section of the American Bar Association and of the Trusts and Estates Law Section of the New York State Bar Association.

Mr. Van Horn publishes and lectures nationally on a variety of estate planning and estate and gift tax topics. His article entitled "Revisiting the Reciprocal Trust Doctrine," was published in the Tax Management Estates, Gifts and Trusts Journal (July 14, 2005). Recent speaking engagements have included: presentations to the IRS Tax Forums in Orlando, Florida on "Federal Income Tax Aspects of Statutory and Non-Statutory Stock Options" and "Basic Federal Estate and Gift Taxation"; presentation for the 32nd Annual Midwest Estate Tax and Business Planning Institute ("Reciprocal Trusts Revisited"); a presentation for the New York State Bar Association on the "Tax Implications of Family Wealth Transfer"; a presentation for the Tulane Tax Institute on "Variations on Traditional Marital/Credit Shelter Funding Techniques After EGTRRA"; and a presentation for the Estate and Gift Tax Committee of the Tax Section of the ABA on "Death and Decoupling: Planning for the Phase Out of the Federal Credit for State Death Taxes."
