Practice Emphasis Government Regulation; Land Use and Zoning; Licensing Professional Experience Paul Larsen is a shareholder in the Gaming and Regulatory Law Department at Lionel Sawyer & Collins. He practices primarily in the area of government regulation, including land use and zoning, privileged business (e.g., liquor and gaming) licensing, sales and use taxation, transportation, franchises, and election finance. In addition, he practices before the Public Utilities Commission, the State Department of Taxation, various city and county governing boards and state agencies. He is also registered as a lobbyist in the Nevada State Legislature and all the municipal governments of Southern Nevada. Mr. Larsen has won numerous court victories on First Amendment issues, primarily concerning use of private and public forums such as temporary body advertisements on boxers in the Ring. In addition, he has obtained approvals for commercial developments, residential subdivisions, and major casino resort projects, including The Venetian Casino & Resort. In 1995, Larsen was named an "Insider's Club Inductee" in the Ralston Report a political newsletter written by one of the premier political columnists in Nevada. In 1996, he was named one of the "Top 40 Under 40" by the Las Vegas Business Press. In 2001, he received the Las Vegas Chamber of Commerce' prestigious "Circle of Excellence" Award, and in 2002 received the Lied Foundation Award from Clark County Legal Services. Mr. Larsen has taught classes at the University of Nevada, Las Vegas (UNLV) University of Nevada, Reno (UNR) and the Community College of Southern Nevada (CCSN) on cash transaction reporting and money laundering regulations for Casinos. He is also a frequent speaker on land use and zoning issues, and was managing editor of the Nevada Environmental Law Handbook and a contributing author to the Nevada Gaming Law Handbook. Mr. Larsen is listed in The Best Lawyers in America for Franchise Law; in Chambers USA for Gaming & Licensing Law; and in Nevada Super Lawyers for Administrative Law. He has an AV rating in the Martindale-Hubbell Directory.
