Patrick Balucan is an associate in the Sacramento office of Atkinson, Andelson, Loya, Ruud & Romo. Mr. Balucan provides special education experience to both Northern and Southern California public education clients. The firm's special education practice group provides special education advice and litigation services statewide. Prior to joining the firm, Mr. Balucan was a Hearing Officer for the California Special Education Hearing Office. As a Hearing Officer, he presided over numerous special education due process hearings and issued 23 written decisions resulting from those hearings. He also handled a large number of law and motion matters and pre-hearing telephone conferences, and assisted with the training of new Hearing Officers. Mr. Balucan also has several years of litigation experience defending general contractors and subcontractors in construction defect lawsuits. Additionally, he defended public entities, corporations, landlords and individual homeowners against personal injury claims. |
