In 1991, Pat founded Outlook Associates with a plan to better health care through improving the quality, availability and use of reliable data for sound medical and business decisions. She has instilled this commitment in Outlook Associates' mission.
Pat has extensive experience in strategic operational and systems planning, business improvement and turnaround assistance. She has focused on data warehouse planning, design and implementation as well as software vendor analysis, evaluation and negotiations. She has successfully developed effective programs for employing data and metrics for improved business and clinical performance. Over the past 10 years, much of Patricia's work has focused on bringing better, more effective data, tools and processes to Medicaid and other public health programs and assisting safety net providers in improving care delivery to under served populations.
Before founding Outlook Associates, Pat held positions as Associate Vice President of Information Systems for FHP, Vice President of Management Information Systems for Sierra Health Services, and Director of HMO Development for McDonnell Douglas Physicians Systems Company.
Representative Experience:
Led two extensive statewide studies of California's Medi-Cal administration and delivery systems' processes related to eligibility determination, encounter data collection, treatment authorization requests (TAR) and claims administration. This study was instrumental in increasing legislative and industry leadership awareness of process challenges, issues, administrative and financial impacts. The study also highlighted opportunities for significant improvement.
Designed and conducted business operations and information systems audits for clients planning buyout and merger efforts. Directed system conversion and migration planning, and implementation activities to integrate the new entities into existing corporate operations.
Developed strategic and tactical development business plans to assist numerous client organizations in assessing operational, financial and compliance performance. These assessments were instrumental in implementing effective turnaround plans that achieved rapid improvement results.
Spearheaded a health plan organization consisting of 23 departments and included 4 states in the development of a corporate-wide data repository. The data repository was designed to measure HMO financial performance and medical utilization.
Provided leadership and direction to assist one of the country's largest county governments in the development of a long-range information systems strategy allowing the county healthcare delivery system to successfully convert to a managed care organization.
Held executive leadership positions in IS and related operations for two large, successful HMO's. Designed, developed, purchased and implemented multiple managed care administration systems, provider systems and financial applications for HMO operations.
Successfully represented health plans in preparation for and successful completion of federal qualification and licensure audits focused on information systems and related business operations requirements.
Well known in the health care industry as an author and skilled presenter of numerous speeches and workshops nationally on managed care data and processing issues of IS management.
