Pamela Sillars Biography :

Ms. Sillars is a Senior Policy Advisor in Brownstein Hyatt Farber Schreck’s Government Relations Group. Based in the firm’s Denver office, she works with companies on state and federal policy issues, particularly in the areas of public safety and homeland security. Previously, Ms. Sillars was the Deputy Executive director of the Colorado Department of Public Safety (CDPS). In that capacity, she directed the administrative components of the Department, consisting of the Colorado State Patrol, the Colorado Bureau of Investigation, the Division of Criminal Justice and the Office of Preparedness, Security and Fire Safety. Ms. Sillars’ participated in the creation of Colorado’s initial homeland security efforts. She also represented the CDPS on various boards and commissions, including the National Interoperability Task Force, the Governor’s Emergency Epidemic Response Committee and the Secret Service Task Force on Technology. While with CDPS, Ms. Sillars managed diverse operations that involved a $52 million annual appropriation, as well as human resources for more than 1,200 employees and an IT department for major computer systems supporting statewide criminal justice services. Ms. Sillars implemented a new management process for the Colorado State Patrol. The process measures results rather than outputs, and it dramatically altered the way Colorado law enforcement is evaluated. She has also worked with the Colorado Attorney General’s Office, where she coordinated litigation and personnel matters. In 1973, Ms. Sillars managed a statewide program for volunteers in Colorado court. She established and managed Colorado’s first group home for battered women in 1976.
