Norman B. Richter was appointed vice president taxes for Textron in June of 2000. He is responsible for overseeing Textron's worldwide tax function and is a member of Textron's Finance Council.
Richter joined Textron in 1995 as director of tax planning & senior tax counsel and in 1998, he was appointed assistant treasurer, international.
Prior to joining Textron, Richter worked in all three branches of the Federal government in various tax policy roles. He served as international tax counsel and deputy international tax counsel in the U.S. Treasury Department in Washington, D.C. from 1993 to 1995. He was majority tax counsel for the U.S. Senate Committee on Finance from 1987 to 1992. He was attorney-adviser to Judge Arthur Nims of the U.S. Tax Court from 1983 to 1984. In addition, Richter was a tax attorney with the Steptoe & Johnson law firm in Washington, D.C. from 1984 to 1987.
He graduated cum laude from both Dartmouth College and the University of Pennsylvania Law School. He is a past participant in the Textron Global Leadership Forum program at the University of Pennsylvania's Wharton School. He is Chair of the Conference Board Council of Tax Executives and a member of the MAPI Tax Council, the Tax Directors Roundtable, and the NAM Tax Advisory Board. Richter is a graduate of Leadership Rhode Island and Chair of the Board of the French American School of Rhode Island. |
