PROFESSIONAL EXPERIENCE

Ms. Marshtein brings to SCS over 20 years of experience in the environmental engineering field. She is the office manager for SCS’ newly opened Charleston, South Carolina office. Her expertise is in property transfers, including Phase I and II process, with an emphasis on Brownfield redevelopment. Her responsibilities have included Phase I Environmental Site Assessments (ESAs), subsurface investigations, and conducting underground storage tank (UST) closures, assessments, and cleanups, geotechnical soil analyses, asbestos laboratory management, vibration monitoring during construction, supervising geotechnical drilling, soil classifications, NPDES permits, and various other environmental tasks. Examples of her project experience include:

Charleston, SC - Assisted the Griffith Company with the purchase of a closed Charleston County Landfill. Completed the Phase I ESA and initial sampling. Aided in negotiations with state regulators to define the Voluntary Cleanup Contract. Conducted the groundwater assessment, ongoing groundwater monitoring, surface water and sediment impact assessments to nearby rivers, creeks and wetlands, and assessed site soil conditions. In addition, designed and implemented the initial methane monitoring program for the closed landfill.

North Charleston, SC - Designed a hydrogeological assessment in order to determine the likelihood of environmental impact by chlorinated solvents to the site by releases at adjoining facilities.

Rock Hill, NC - Assisted a client who is developing a residential community next to a former factory with an ongoing cleanup under the Resource Conservation and Recovery Act (RCRA). We have assisted the client with defining the extent of migration on to his property, with negotiations with the Responsible Party, and subdividing his property to allow for funding of the non-impacted portion.

Other Experience

Charleston, SC:

Hydrogeologist II/Senior Project Manager - For General Engineering & Environmental developed and updated the research techniques and writing format for ESAs; developed standard wording and interpretation of regulations and how the regulations may impact a client’s liability; conducted hydrogeologic assessments, soil investigations and interpreted data to determine compliance with state and federal standards; defined the assessment for clients to determine the associated liabilities and potential use restrictions based on the collected data; developed Brownfields program, bringing 30 industrial and commercial sites into the program, including Cherokee Investments’ Magnolia project, which is one of the largest brownfield projects in the country; worked with regulators to allow the reuse of contaminated properties under the state brownfield program, the Voluntary Cleanup Program (VCP), including landfills, old asbestos manufacturers, and historically sensitive urban properties

Westinghouse’s Asbestos Laboratories - Assisted with the redevelopment of a landfill with a US Post Office, supervised the geotechnical drilling for the Cooper River Bridge, and enabled National Institute of Standards and Technology (NIST) registration

Ashley I & II, Magnolia - Project Manager for the reuse of over 2 miles of coast line on the Ashley River and involved two National Priority List sites, numerous former fertilizer sites, metals fabricators, scrap yards, and trucking facilities. Provided Phase I and II ESAs, subsurface investigations, coastal zone permitting, industrial hygiene assessments, and negotiations with the USEPA, DHEC, property owners, and responsible parties. Aided the developer with the assemblage of over 500 acres and assisted with determining appropriate site reuse.

Ridgeville, SC, Phase I, II, and III ESA - Project Manager for a former capacitor manufacturing facility. Phase I ESA identified Polychlorinated biphenyls (PCBs). A subsequent Phase II investigation identified a large area of PCB-contaminated soil. Immunoassay analysis was used in the field to define the area and to conduct clearance during soil removal. Coordinated the waste disposal contractors and state regulators to remove the impact from the site, and received a letter of No Further Action from the South Carolina Department of Health and Environmental Control (DHEC).

Piedmont Hawthorne, Phase I and II ESAs - Project Manager for World War II era airport facilities that have been converted to modern civil use and located included fuel farms, maintenance and repair facilities, hangar and runway operations. Facilities were located in:

North Charleston, SC, Noisette Group, Former Charleston Navy Base - Project Manager for the preparation of the former Navy Base for reuse by private entities. Responsibilities included ESAs, subsurface investigations, and, on behalf of the client, coordinated geophysical surveys, and asbestos, mold, and lead-based paint assessments. Successfully negotiated with insurance carriers and regulatory agencies to prepare properties for transfer.
