Neil Quinter Biography :

Neil F. Quinter is a counsel in the law firm of McDermott Will & Emery LLP based in the Washington, D.C. office. He is a member of the Firm's Government Strategies Practice Group, where he focuses his practice on representing clients in the health care, homeland security, webcasting, digital wireless, e-commerce, biotech, semiconductor, and other industries, and on representing clients including non-profits and local governments in the appropriations process.

Prior to joining the Firm, Neil was the Minority Chief Counsel and Staff Director for the Subcommittee on Technology, Terrorism & Government Information for the Senate Judiciary Committee under Senator Dianne Feinstein. Neil served as Senator Feinstein's chief legal and policy advisor for Judiciary Committee and justice appropriations issues, supervising a staff of four attorneys and three legislative correspondents. Neil focused personally on impeachment, intellectual property, crime, takings, antitrust, and sports issues, with a particular emphasis on the Internet and other high-technology applications.

From 2003-2007, Neil served as a Democratic member of the Maryland House of Delegates, representing District 13 in Howard County. He served on the House Judiciary Committee. In 2005, Neil served as Chairman of the Howard County Delegation. During his four-year term, Neil led the passage of numerous bills into law, including the Maryland Spam Deterrence Act and bills dealing with video voyeurism, gift cards, child abuse, sex offenders, and victims' rights. During his time in the House of Delegates, Neil received awards from Maryland State's Attorneys Association, the Audubon Society of Central Maryland, and Maryland NOW.

Before coming to Capitol Hill, Neil served as Legislative Liaison for the Community Law Center and the Coalition Against Childhood Lead Poisoning. Previously, Neil was the Director of Research for the reelection campaign of U.S. Senator Paul Sarbanes. From 1989 through 1994, he was Assistant Attorney General for the Maryland Department of the Environment. From 1999-2002, Neil was a member of the Maryland State Democratic Central Committee.

Neil clerked for the Honorable Herbert F. Murray of the U.S. District Court for the District of Maryland. He was honored with The Governor's Salute to Excellence in 1995, a House of Delegates Official Citation in 1994 and a Maryland Department of the Environment Award of Merit in 1993.

Neil is a member of the bars of the District of Columbia, the State of Maryland, the U.S. Court of Appeals for the Fourth Circuit, and the U.S. District Court for the District of Maryland.
