Mr. Mike Blom is director, senior vice president, and general manager of the Internal Revenue Service (IRS) Federally Funded Research and Development Center (FFRDC) the Center for Enterprise Modernization (CEM). This center represents a strategic partnership, where the IRS sponsor encourages FFRDC leadership to also focus on helping other civilian government agencies with similar modernization challenges in the belief that lessons and knowledge leveraged from across the government can help provide better support to all of the government.
Before leading CEM, Mr. Blom joined the company in 1995, where his first challenge was leading a 95-person team of staff and contractors from across MITRE to successfully re-engineer the corporation's internal business processes and operations. He and his team improved operational performance significantly by introducing modern information technology that overhauled MITRE's financial systems, human resources system, corporate data warehouse, and property tracking system.
Mr. Blom's next role was to lead the pursuit team that won MITRE's five-year contract to establish the IRS FFRDC, which would later become synonymously known as CEM. Since the FFRDC's inception, Mr. Blom worked closely as one of the center's top leaders and then as its Deputy to increase CEM's effectiveness to its IRS Sponsor and its other federal government customers. For example, he personally served as the program manager for CEM's support to the U.S. Customs Service's Enterprise Modernization Program in 1999, and he has since been integral to empowering other CEM leaders to begin similar long-term relationships with other key government organizations.
With Mr. Blom's leadership and guidance, CEM's staff and a team of technical experts drawn from across MITRE's two other FFRDCs deliver successful modernization and mission support to the IRS and various agencies and organizations housed within the Department of the Treasury, Department of Homeland Security, Department of Health and Human Services, Department of Justice, Department of Energy, Department of Commerce, and the Peace Corps. The expansion of CEM's customer base from its IRS Sponsor has been based solely on responding to inquiries from other government agencies, expanding MITRE's public service mission, and providing continually improved service to the IRS itself. Supporting this approach toward expanding public service growth, the IRS recently awarded MITRE with two additional five-year options to continue operating its FFRDC.
Mr. Blom came to MITRE with an extensive background in systems engineering with Harris Corporation's Government Electronic Systems Division (director of systems engineering) and the intelligence community (branch chief, applied physics organization). His expertise was in rapid-response solutions involving advanced electronics and communication technologies, information management, and secure applications. Throughout his career, he has enjoyed a strong record of success with strategic planning, program and project management, technical management, and business development. |
