Mr. McGinnis is a Shareholder in Brownstein Hyatt Farber Schreck. Working in the Public Finance and Corporate & Business Groups, his practice focuses on complex public finance transactions as bond counsel, disclosure counsel, underwriter’s counsel, letter of credit bank counsel, trustee’s counsel and borrower’s counsel. Additionally, he serves as counsel to rental car companies in a variety of matters, including airport consolidated facilities financings as well as lease and concession agreement negotiations. Mr. McGinnis has acted as bond counsel or underwriter’s counsel on multiple matters, including the following recent transactions: $21.5 million Baptist Road Rural Transportation Authority (In the Town of Monument, Colo., and Unincorporated El Paso County, Colo.) Sales and Use Tax Revenue Bonds, Series 2007; $19.4 million Central Platte Valley Metropolitan District (In the City and County of Denver) General Obligation Variable Rate Bonds, Series 2006; the Vista Ridge Metropolitan District matter, which included $35 million Limited Tax General Obligation Improvement and Refunding Bonds, Series 2006A, and $5 million Limited Tax General Obligation Subordinate, Refunding Bonds, Series 2006B; $3,060,115 Subordinate Non-Ad Valorem Tax Revenue Bonds, Series 2006C; and $674,481 Taxable Subordinate Non-Ad Valorem Tax Revenue Bonds, Series 2006D; $35,330,000 Colorado Water Resources and Power Development Authority, Clean Water Revenue Bonds, 2007 Series A; and the $120,005,969 Certificates of Participation, Series 2006B (Colorado State Penitentiary II Project), Evidencing Proportionate Interests in the Base Rentals and other Revenues under an Annually Renewable Lease Purchase Agreement dated as of March 1, 2006, between the Colorado Correctional Facilities Leasing Trust 2006, as lessor, and the State of Colorado, acting by and through the Department of Corrections, as lessee. In addition, Mr. McGinnis has served as borrower’s counsel as well as disclosure and underwriter’s counsel in connection with the issuance of special facilities revenue bonds for a number of large airport consolidated rental car facilities. Examples include financings at the following airports: Anchorage, Alaska International Airport; Kansas City International Airport; The Houston George Bush Intercontinental Airport; Dallas-Fort Worth International Airport; Phoenix Sky Harbor International Airport; Miami International Airport; Denver International Airport and Hartsfield-Jackson Atlanta International Airport. |
