As SM Senior Vice President, Mr. Mangano is responsible for all government business development activities. He also provides consulting and advisory services to the health care industry and government on regulatory and enforcement activities; compliance program development, implementation, and review; and program evaluation and management reviews. Mr. Mangano joined SM after his retirement from the U.S. Department of Health and Human Services as a Deputy Assistant Secretary for Management. During his distinguished Federal service, Mr. Mangano was recognized on three occasions by the President of the United States with Distinguished and Meritorious Executive Rank Awards. At the Administration on Aging he was responsible for administration of over 1,000 grants and contracts to state and local governments annually. He performed the Chief Financial Officer, Chief Information Officer, and Chief Grants Officer functions. His duties included budget formulation, presentation, and execution; information technology policy; grants and contracts management; and all other administrative services. He was responsible for the President's Management Agenda for the agency; ensuring the internal control structure complied with the Federal Managers Financial Integrity Act; identification of Improper Payments; and Labor Management. For fourteen years, Mr. Mangano served as Deputy, Principal Deputy and Acting Inspector General where he directed the day-to-day operations of a staff of over 1,600 auditors, evaluators, investigators, attorneys, and a variety of support staff located in 80 cities nationwide and a budget of $195 million. The office had audit, investigative, inspection, and evaluation oversight of more than 300 federal programs. As part of his duties he coordinated activities with the Secretary, Deputy Secretary, and Assistant Secretaries that included consulting on the preparation of work plans, resolving problems, coordinating joint activities, briefing results, and recommending program agency follow-up actions. He worked closely with the other Federal Inspectors General, their senior staff, and the President's Office of Management and Budget to plan and carry-out cross agency projects. He oversaw the development of voluntary compliance program guidance for various sectors of the health care industry and led the Operation Restore Trust (ORT) Presidential mandated demonstration in addressing fraud and abuse in the Medicare and Medicaid programs. During his tenure, he testified at more than 50 Congressional Hearings on OIG findings and recommendations. He directly oversaw the production of over 500 evaluation and management reviews. Mr. Mangano routinely met with and gave interviews with radio, television and the print media related to agency reports and operations. He represented the agency and addressed national conferences. He is the author of 12 journal articles on evaluation and management issues, including those published in the Association of Government Accountants Journal, The Bureaucrat, New Directions for Program Evaluation, The Public Manager, Evaluation Practice, and Evaluation and Program Planning. Mr. Mangano also served in a variety of other executive and management positions in the Office of Inspector General at both the regional and national level.
