Experience:
Mary Richardson-Lowry’s law practice is focused primarily on public law. Mary represents clients on general commercial transactions principally related to governmental entities, including but not limited to telecommunications, municipal finance, local regulations, government relations, real estate, housing and urban development, and issues of administration. She provides specific representation concerning the following areas of law:
Utilities. Rules, regulations, negotiation, documentation, contract development and mediation related to telecommunications law and electricity.
Municipal Law. Municipal policy, rules and regulations relating to airports, construction, development, inspection, trade licenses, infrastructure and public administration.
Commercial Transactions. Regulations and rules regarding procurement, contract compliance and subcontract arrangements; contract negotiations and interpretation; strategic teaming alliances; economic disclosure statements; energy supply agreements; facilities management; privatization of public infrastructure; and complex transactions related to convention centers, concessions, sports stadiums and other municipal facilities.
Finance and Bonds. Represents issuers, underwriters and borrowers in all aspects of financing and bonds, including (but not limited to) housing and urban development, airport refinancing, general obligations and education.
Government Relations. Legal and strategic advice regarding various transactions with federal, state and local government entities.
Emerging Markets. International business development and finance, with a concentration on Africa.
Mary joined Mayer Brown in 2002 and is currently a member of the firm’s Lateral Hiring and Diversity and Inclusion committees. Previously, she served as Commissioner for the City of Chicago’s Department of Buildings (1998-2002). From 1994 to 1998, Mary acted as Assistant to Mayor Richard M. Daley, City of Chicago and, earlier, as Senior Supervising Attorney (1992-1994) and as Assistant Corporation Counsel (1987-1992) for the City of Chicago’s Department of Law.
