Martin Minkowitz concentrates in insurance regulatory and litigation matters and on workers’ compensation law, in which he is a nationally recognized author and expert. He was the Deputy Superintendent and General Counsel of the New York State Insurance Department from 1981 to 1988, where he was responsible for the administration, interpretation and enforcement of state insurance laws and regulations. He also served as General Counsel for the New York State Workers’ Compensation Board from 1976 to 1981.
He has successfully written and lobbied legislation effecting significant changes to the New York workers’ compensation laws. He has been designated and qualified as an expert witness in many cases on insurance and workers’ compensation issues in Federal and state courts, as well as arbitrations. He represents many of the leading corporations in major insurance companies in their regulatory issues, as well as their self-insurance status for workers’ compensation.
Mr. Minkowitz is an adjunct professor at New York Law School and lectures frequently on insurance regulatory topics to professional groups such as the Practising Law Institute, the American Bar Association, the New York State Bar Association CLE, the College of Insurance, the Defense Research Institute, the National Association of Insurance Commissioners, the New York Chamber of Commerce and the National Conference of Insurance Legislators.
