Previously, he was confirmed by the U. S. Senate on May 1, 2003, to be Commissioner of Internal Revenue. Mr. Everson was the 46th commissioner since the agency was created in 1862. Mr. Everson was appointed by President Bush to a five-year term.
As IRS commissioner, Mr. Everson presided over the nation's tax administration system. The wide-ranging operations of the IRS include collection of individual and corporate taxes as well as oversight of the nation's tax-exempt organizations and the Earned Income Tax Credit program, the nation's largest means-tested benefits program. The agency has approximately 100,000 employees and a budget of over $10 billion. The agency collects approximately $2 ½ trillion in tax revenue, substantially all of the money that funds U.S. government operations.
From August 1, 2002, until his confirmation, Mr. Everson served as deputy director for management for the Office of Management and Budget. In this capacity, he provided government-wide leadership to executive branch agencies to strengthen federal management and improve program performance. Mr. Everson chaired the President's Management Council, which is composed of cabinet department and major agency chief operating officers. The council is charged with improving overall executive branch management, including implementation of the President's Management Agenda. Before becoming deputy director for management, Mr. Everson served as controller of the office of Federal Financial Management, also a part of OMB.
Prior to joining the Bush administration in August 2001, Mr. Everson was group vice president finance, of SC International Services, Inc., at the time a $2 billion privately owned, Dallas-based, food services company with leading market positions in both airline catering and home meal solutions. For 10 years, from 1988 until 1998, Mr. Everson was an executive with the Pechiney Group, one of France's largest industrial groups. While with Pechiney, he held various financial and operating positions in the United States, France and Turkey.
Mr. Everson also served in the Reagan administration from 1982 until 1988 holding several positions at the U.S. Information Agency and the Department of Justice, where he was deputy commissioner of the Immigration and Naturalization Service. While at INS, he oversaw implementation of the Immigration Reform and Control Act of 1986, landmark legislation providing for sanctions against employers hiring undocumented aliens and granting amnesty to millions of qualifying illegal aliens.
A native of New York, Mr. Everson was born on September 10, 1954. He began his career as a CPA with Arthur Andersen & Co. in New York. He received his bachelor of arts in history from Yale University and has a masters of science in accounting from the New York University Business School.
He is married to the former Nanette Rutka. The Eversons have two children. |
