From 2000 to 2005, Mark served as Chief Counsel and Policy Director for then-U.S. Senate Democratic Leader Tom Daschle. His experience in Congress also includes serving as General Counsel to the Senate Labor Committee under Chairman Edward M. Kennedy. In that capacity he focused on issues relating to Food and Drug Administration, particularly in the field of life sciences, and was one of the principal staff authors of the Safe Medical Devices Act of 1990 and the Prescription Drug User Fee Act. As a member of the Executive Branch, Mark was Senior Counsel to President Clinton, responsible for helping identify and secure approval for all positions requiring U.S. Senate confirmation, including federal judges and members of the Cabinet. Mark also has extensive public policy experience in the private sector. He was General Counsel and Vice President for Policy at the Environmental Working Group, a non-profit research organization, analyzing a broad range of public health and environmental issues. Immediately prior to joining Foley Hoag LLP, Mark served as the Principal Legal Officer for the Balkanu Cape York Development Corporation of Cairns, Australia. In that role, he negotiated commercial contracts with multinational corporations on behalf of Aboriginal landowners and acted as principal legal and commercial advisor to an Aboriginal development corporation.
