Professional Experience
Margaret has experience in assessing and redesigning research administration processes and systems, as well as in research compliance and costing practices, including the application and interpretation of OMB Circulars (e.g. A-122, A-21), the Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR) requirements. Her industry experience has included working with hospitals, academic medical centers and non-profit institutions.
Representative examples of Margaret's engagement experience include:
Assisted a non-profit children's cancer research institute with quantifying its over-recovery of indirect costs relative to its provisional F&A rate under A-122; provided strategic assistance with disclosing the over-recovery to the government; redesigning internal processes for allocating indirect costs to grants.
Acted as project manager within the pre-award office of one of the largest research universities during the implementation of a new grants management system:
Developed and monitored implementation plans and timelines for the office.
Re-designed and drafted business processes.
Assessed and addressed the impact of the new system on administrators and customers.
Assisted several universities with their short form F&A rate calculation and submission to DHHS-DCA.
Conducted assessments of the sponsored research administration units at several hospitals and academic medical centers, focusing on the following key elements: business processes, people, technology, organization structure, and performance measurement. Additional assistance includes:
Provided critical redesign recommendations from a short-term and long-term perspective.
Acted in interim management role for centralized research administration offices during organizational structure redesigns, while assisting with finding the permanent replacement.

Drafted policies and procedures for key business processes, such as effort reporting, award acceptance and set-up, cost sharing, etc.
Reviewed a hospital's existing indirect cost rate structure to identify areas for improved cost recovery, considering both the compliance and cost recovery implications as well as future operational developments; assisted in performing the revised calculation and providing strategic guidance in optimizing potential recovery.
Provided strategic assistance to a new non-profit institute in developing its indirect cost rate structure, performing the initial calculation, and creating a model for ongoing use by the institution.
Performed a compliance review for one of the largest cancer research institutes to assess its DS-2 and overall compliance with key Federal regulations (A-122, CAS, FAR) and providing detailed operational recommendations for improving compliance.
