Leo deCardenas is the senior executive account manager (SEAM) for the Air Force, Defense Communications and Electronics (DCE). In this capacity, he reports to the vice president of Business Development. Mr. deCardenas oversees the company’s U.S. Air Force account and business development, ensuring Harris provides full support toward helping the Air Force achieve its missions and strategic goals. In accomplishment of this task he provides leadership and direction over managers of individual account elements in over ten locations covering major policy, requirements, and acquisition commands. Within Defense Communications and Electronics, Mr. deCardenas directs personnel and financial resources to meet Air Force gaps and capability needs, including input to Internal Research and Development (IRAD) programs and Harris capability development that brings together the commitment of Harris with its full value proposition. Mr. deCardenas joined Harris Corporation in 2007 as director of Business Development for Defense Communications Systems, providing ground-based, terrestrial, and satellite communications systems; networks for command, control, communications, and intelligence applications; and high-technology applications for special systems. Prior to joining Harris, Mr. deCardenas was senior manager of Business Development at Raytheon, holding positions of increasing responsibility in secure networks, command and control systems, and integrated communications systems. Mr. deCardenas has a broad technical and military operations background from a career spanning more than 29 years with the U.S. Navy. During that time, he had extensive training and gained experience in advanced electronics, nuclear power operations, cryptographic equipment, and Command, Control, Computer, Communication, Combat, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. As a paratrooper he was assigned to the Joint Communications Support Element for real world and contingency operations around the globe. He had multiple tours abroad in joint and coalition combat operations. Prior to his retirement from active duty in 2002, he was electronics material officer for Commander Naval Surface Forces Atlantic. Mr. deCardenas has a B.S. degree in information systems management from the University of Maryland. He is a member of the Air Force Association, Armed Forces Communications and Electronics Association, Navy League of the United States, Surface Navy Association, U.S. Naval Institute, National Defense Industrial Association, Association of the United States Army, and United States Space Foundation.
