Krista McGowan represents commercial and residential real estate developers in Frederick County, Maryland, and its municipalities and in nearby Washington and Carroll counties. She assists clients in all phases of the real estate development process, including annexations, preliminary and final subdivision plans, site development plans, planned unit developments, historic district commission approvals, zoning text amendments, piecemeal zoning map amendments, comprehensive or master plan updates, comprehensive zoning map updates, water and sewer plan amendments, variances, special exceptions, appeals of administrative error, permitting and related matters. This representation involves working with clients, state, county and municipal personnel, design and engineering consultants, public officials and citizen and neighborhood groups both informally and through the public hearing process to obtain development approvals, as well as negotiating and drafting all development agreements, easements and other legal documents for the development of property. Ms. McGowan’s practice encompasses all aspects of property acquisition, from contract preparation through closing. She is a licensed title insurance agent for three major title insurance companies. Ms. McGowan represents the developer of Brunswick Crossing, a 250 acre parcel of land annexed several years ago into the corporate limits of the City of Brunswick. The annexation became effective following a referendum vote, thereby clearing the way for development of the property for an 1,800-unit residential planned unit development and a commercial office and research center. Other projects with which Ms. McGowan is currently involved include Jefferson Technology Park, a 173 acre employment-based mixed use center; the Villages of Urbana PUD, a 3,000-unit planned residential community in Frederick County, and the adjoining Urbana Mixed Use Development, a mixed-use project which will, at full build-out, contain 216,000 square feet of retail uses and 361,000 square feet of office and employment uses; and Lake Linganore PUD, a 9,000-unit residential planned unit development in Frederick County centered around four private lakes with a variety of other amenities, scenic vistas and public use sites.
