Kenneth Mallette Biography :

Kenneth Mallette currently serves as the Director of Homeland Security for James Lee Witt Associates, providing technical expertise and consultation services to public and private sector clients with an emphasis on state and federal homeland security matters, emergency services and governmental affairs.

Mr. Mallette has over twenty-five years of diverse service with the New Jersey State Police where retired as a Captain. The New Jersey State Police is legislated to provide emergency management, homeland security, urban search and rescue and general policing services to the citizens of the State of New Jersey.

Mr. Mallette held several senior management positions in the New Jersey State Police: Executive Officer, Deputy Troop Commander, Bureau Chief and Station Commander. As the Executive Officer for the Special Operations Section of the Homeland Security Branch he was responsible for the day-to-day operation of six bureaus whose functions included: aviation, technical response, deployment services, commercial transportation safety, marine services and state governmental building security and executive protection services. Mr. Mallette was also assigned as the Executive Officer for the Administration and Division Staff Section. In that capacity he was the steward for a $331M budget, Human Resources Bureau, Planning Bureau, Logistics Bureau and the Training Academy.

Mr. Mallette was the Bureau Chief for the Emergency Management Section. In this capacity he supervised the State's emergency operations planning process, exercise program and response to major natural, man-made and technological incidents. When he was assigned to the Incident Management Unit he was responsible for the coordination of major incident responses and special event planning to major highway incidents.

The State Office of Emergency Management provided Mr. Mallette the opportunity to work as the State's Exercise Training Officer, work with the Hazardous Material Response Unit, and supervise the North Region Field Unit. Mr. Mallette has provided incident management technical support and has acted as an incident command system (ICS) advisor for the 1993 National Governor's Conference in Princeton, NJ and was assigned as the ICS advisor to the command staff for the World Cup Soccer Games in 1994. Mr. Mallette was a facilitator for the crash of TWA Flight #800 Multi-Agency post incident evaluation held in Brookhaven, NY. On September 11, 2001, Mr. Mallette was assigned to the FEMA/USAR Incident Support Team to assist with the Planning Section at the WTC disaster. Most recently Mr. Mallette was assigned as the Operations Section Chief for during New Jersey's response to Hurricane Katrina in New Orleans in 2005.

Mr. Mallette is a member of the National Incident Command System (ICS) Training Curriculum Steering Committee and assisted in the development of the I-100, 200, 300 & 400 ICS training curriculum. Mr. Mallette was one of ten instructors chosen nationally by the Department of Defense (DoD) to deliver the Senior Official's Workshop as part of the Domestic Preparedness Program for the DoD Soldier Chemical & Biological Defense Command. Mr. Mallette has provided Weapons of Mass Destruction training to senior policymakers in over sixty major cities throughout the U.S.

Mr. Mallette has been recognized as an expert in the National Incident Management System (NIMS) and has instructed and spoken on the use of ICS at the National Hurricane Conference, the National Urban/Search and Rescue Conference, and state emergency management conferences. Mr. Mallette has taught ICS to public entities including the Province of British Columbia, Canada, United States Coast Guard, FBI, U.S. Department of Agriculture, U.S Virgin Islands, Puerto Rico, Iowa Office of Emergency Management, Massachusetts Office of Emergency Management, New Mexico Office of Emergency Management, the National Interagency Training Center, Boise Idaho, the Emergency Management Institute, FEMA, NTSB, Port Authority of New York and New Jersey, Academy of Certified Hazardous Materials Managers (CHMM), New York University, City of Philadelphia and others.

Mr. Mallette has completed undergraduate work at Benedictine College, KS and graduate studies at Seton Hall University, NJ. Mr. Mallette is a graduate of the FBI National Academy, 213th Class.
