Kelly Norwood is vice president of Avista Corp. and vice president of state and federal regulation for Avista Utilities. Norwood was named a corporate officer in November of 2000. He was appointed vice president of state and federal regulation for Avista Utilities in July 2001. Prior to that he served as vice president and general manager of energy resources for Avista Utilities from August 2000 through July 2001.
He joined the company in June 1981, working many years within the power supply and power resource departments. While in this area of the company, he gained experience in resource planning, system operations, resource analysis, power contract negotiation, and risk management.
Norwood also has spent a considerable portion of his career working in Avista’s rates and tariff administration department, with involvement in all aspects of ratemaking procedures, including cost of service studies, rate design, revenue requirements, demand side management, and electric industry restructuring. Norwood has represented Avista before state and federal regulators and legislative bodies on numerous occasions regarding power supply and natural gas issues.
Norwood is a 1981 graduate of Eastern Washington University with a bachelor of arts degree in business administration, majoring in accounting.
