BACKGROUND: Kelley was born in Cincinnati, Ohio on August 28, 1958. Kelley was admitted to the Ohio Bar in 1983, and the Florida Bar in 1984. She received her Master of Laws (LL.M.) in Taxation from the University of Florida College of Law in 1984 and her J.D. from the University of Toledo College of Law in 1983. She received her B.S.B.A. in Accounting and Legal Studies from Bowling Green State University in 1980. EXPERIENCE: Kelley has been practicing in the employee benefits area for over twenty years. She is a Florida Bar Board Certified Tax Lawyer and her primary areas of practice are employee benefits, executive compensation, and estate planning for retirement benefits. Kelley specializes in the design, adoption, operation and administration of all types of employee benefit plans including preparation and completion of all necessary plan and administrative documents. She has had substantial involvement in the process of submitting tax qualified plans for IRS approval upon adoption and termination. She has also spent a substantial amount of time on the establishment and administration of deferred compensation plans, major medical insurance plans, medical reimbursement plans and cafeteria plans. She provides ongoing advice regarding benefit plan operations and administration involving issues such as compliance with nondiscrimination rules, distribution requirements, plan loans, benefit limitations, qualified domestic relations orders, continuation coverage requirements under COBRA, and various other Internal Revenue Code and ERISA matters. Kelley's clients include a large number of not-for-profit and governmental employees. She is a frequent lecturer on employee benefits topics.
